HKMA confines 2027 private-market pacing to the Exchange Fund surplus
The Hong Kong Monetary Authority can add private equity and property for 2027 only from the Exchange Fund surplus over the monetary base. Investors who treat the published size of the fund as investable capital will misread the mandate.
