The Hong Kong Monetary Authority and The Hong Kong University of Science and Technology launched the Post-Quantum Cryptography Toolkit on 2 November 2026, with support from industry participants.

The Toolkit sets out a structured framework to guide banks in planning and advancing their transition to quantum-safe cryptography. It covers establishing clear governance and accountability, assessing cryptographic exposure, identifying transition needs, and monitoring implementation progress.

It includes practical tools for taking stock of cryptographic assets and dependencies, defining transition priorities, strengthening engagements with suppliers, and developing practical transition timelines.

The Quantum Preparedness Index has established a clear starting point for the sector. The next step is to help banks translate that understanding into clear responsibilities, informed priorities and practical plans.

Mr Arthur Yuen, Deputy Chief Executive of the HKMA

The HKMA launched the Quantum Preparedness Index in July 2026, which gave the banking sector an initial score of 2.3 out of 10. The Toolkit aims to drive the sector towards full quantum readiness, a QPI score of 10, by 2030.

The collaboration brings together the HKMA’s supervisory perspective, HKUST’s academic expertise in cybersecurity, cryptography, finance, economics, corporate governance and technology applications, and practical insights from industry. The Toolkit will be updated over time to reflect evolving technological developments, international standards and industry implementation experience.

This establishes governance, assessment and monitoring steps for the PQC transition, altering operational risk management, technology investment timelines and cybersecurity preparedness requirements out to 2030.
